      The Region which Raiders are supposed to spawn around the village center is supposed to be up to 64 blocks. Plus a small amount of randomization that may extend that can cause them to spawn up to 5 blocks further then that. This is how raids worked for years, I would know as my own raid farm worked on that premise and had a spawn platform they would spawn upon which was a 70 block circle.

      The announced changes to Raids in the 1.21.2 patch notes dictates, and I quote directly from the announced changes of that patch;

      • A triggered raid will no longer start if the Raiders cannot find a place to spawn within a reasonable distance of the village they are trying to raid
      • In order for a Raid to start, Raiders must now find a place to spawn no more than 96 blocks vertically above or below the Village center
      • It is now much less likely for Raiders to not find a valid place to spawn when raiding

      As you can see, nothing in the announced changes specifies an increase to the distance a raid will spawn from the village center. (Just the vague statement of "reasonable distance") These announced changes were made specifically to disable stacking raid farms which were overpowered.
      However.
      The bug that now exists is that Raids are spawning exclusively outside of the 64 block circle that was the their previous radius, and nothing in the patch notes directly dictates this as an intended change, and is therefore, a bug. In my research on the matter the wikis still state they should be spawning within this circle, and I have found posts from other players on other websites like reddit also encountering this bug.

      To make a clean slate test to confirm this bug being present, and not just a quirk of my world, I made a superflat world, created a circular fence with a diameter of 141 blocks, with a village in the middle, and even with my addition of a few extra block spaces upping the radius from 64 to 70 to eliminate/contain any randomness that the spawn circle ought to have, EVERY SINGLE wave of the raid (I performed several) the raiders spawned outside of this circle. (attached images)

      If this change is infact intended, but undeclared in the patch notes, then I would highly recommend reverting it, as this makes a more "natural", "intuitive" style of raid farm more difficult as it dramatically increases the size of the spawn field a player needs to make. I was unable to determine the exact new maximum range of the spawn range, but it felt like somewhere between 75-90 blocks being the "donut" shape of spawn area they are now spawning in.
