When you right click a bucket on water outside the border it creates a ghost bucket which can be annoying.

What I expect to happen is not being able to interact with the water outside the border

What actually happened was that I got a ghost bucket

Steps to Reproduce:
1. Right click water outside the world border with a bucket
2. You will now find a ghost bucket in your inventory
3. Enjoy your new bucket
