      Relates to MC-213794 and MC-278108.

      The bug

      The mangrove propagule (added in 1.19, far after the 1.15 cutoff) can exist in water. In Java Edition, this is only permitted for still water, but Bedrock Edition also allows for flowing water.

      How to reproduce

      Attempt to place a mangrove propagule in flowing water

      Expected results

      The flowing water would remain in the same space as the propagule.

      Actual results

      The water is illogically blocked off.

      How to fix

      Simple - instead of having waterlogging be a boolean block state, it could range from 1 to 8 for propagules.
