inside_step_sound_blocks and combination_step_sound_blocks override step sounds even if not covering the floor

      The bug

      These two block tags appear to apply to the block ID in their entirety, not taking into account the block's states or whether the player is intersecting their hitbox.

      How to reproduce

      Refer to setup in screenshots.

      Expected results

      Since the player is not intersecting their hitbox and the block is not covering the top surface of the block below, the step sound would be that of the block below.

      Actual results

      The step sound is of the non-solid block above.
