      The Bug:

      The upper halves of pale moss carpet can be generated upon placement therefore making the use of bone meal redundant.

      When you place down a pale moss carpet next to a block, it has a chance to generate the upper half of the block, and this therefore makes bone meal redundant. Instead of using the bone meal, the player can just place and break the carpet until the upper halves are generated.

      Steps to Reproduce:

      1. Place down two blocks above one another and a pale moss carpet next to it.
      2. Place and break the pale moss carpet until it generates its upper half.

      Observed Behavior:

      The upper halves can be generated upon placement.

      Expected Behavior:

      The upper halves would only be able to be generated through the use of bone meal.
