Empty sound events are not reported immediately upon loading resources, unlike absent sound events

      The bug

      When loading resource packs, similarly to how absent or invalid texture files and references are reported (MC-236295, MC-276828), missing sound events will also be reported. This is currently observable due to MC-275274.

      Sound events with no defined sounds also produce an error. However, the error is only displayed once the game attempts to play the sound event, which is inconsistent. We can observe this due to MC-97521.

      How to reproduce

      1. Load the game, reload the game's resources, and/or apply or remove resource packs
      2. Keep an eye on the game log
      3. Approach some fish or spawn a snow golem
      4. Observe the game log once more

      Expected results

      All empty sound events would be logged once the game is loading resource packs.

      Actual results

      The error is only shown once you're near what emits it.

      How to fix

      When loading resource packs, make the game scan sounds.json and immediately report an error in the log if any sound events are found which do not point to any audio files.
