      The bug

The texture used for blocks and items for which no texture is defined was changed in Bedrock Edition update 1.20.80 (which was released considerably after the 1.15 cutoff). This change does not appear to have applied to Java Edition.

      How to reproduce

A resource pack is attached to this ticket which makes cobblestone not have any textures applied. This results in it using the missing texture.

      1. Download and apply the attached resource pack
      2. Look at cobblestone

      Expected results

The new "no texture" graphic would be used: dirt with a dark question mark.

      Actual results

It uses the old missing texture instead.

      How to fix

Make the game use the texture in this case. It can be found here: https://github.com/Mojang/bedrock-samples/blob/main/resource_pack/textures/blocks/missing_tile.png

      Further notes

Also attached is a resource pack that "fixes" this issue, by exploiting MC-277702. This produces the expected behaviour for when a block or item texture is absent.
