The entity.player.attack.nodamage sound event plays only when attacking an entity before a weapon's cooldown has finished. On Bedrock Edition (as well as the Legacy Console Editions), this sound is also triggered whenever an attack misses (punching the air, whenever a punch does not deal damage or mine a block) to provide auditory feedback to the player. As the bug report for this parity issue on Bedrock was marked Works as Intended, this seems to be an intended mechanic that is missing on Java.

To reproduce, simply look at the sky and left-click/punch. In Java Edition, no sound will play, while in Bedrock Edition, the weak attack sound will play.
