Transfer packet does not work from a local server to a public server.

      Version 1.21.1 (couldn't test it for 1.21.3 due to technical issues, but I'm positive that 1.21.3 has the same issue)

      When attempting to use a transfer packet to switch from a locally hosted Minecraft server to a public server (or vice versa), the connection fails. The error message indicates that the connection was refused:

      ```
      Connecting to {IP}, {PORT}
      Couldn't connect to server
      io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection refused: getsockopt: {IP}/{IP}:{PORT}
      ```

      The IP has been verified as accessible through the server list and when connecting to each indivual server.
