The bug
When models were first introduced, it was possible to specify whether said model would be randomly offset across the X, Y and Z axes. This functionality appears to have broken in 14w25a and was ultimately never resolved by the time the full 1.8 release came.

I've tried using both camel case and snake case, and adding the line to several different places in both the model files and blockstates files, and nothing seems to work.
How to reproduce
Two resource packs are attached to this ticket, one for 14w10c to 14w21a (the 1.8 snapshots) and one for the latest version
- Load up a version from 14w10c to 14w21b, apply the resource pack for these snapshots, and create a Snowy Kingdom superflat world
- Load up the latest version, apply the resource pack for the latest version, and create a Snowy Kingdom superflat world
Expected results
In the latest version, snow's height would be offset randomly, like was the case in the 1.8 snapshots.
Actual results
It is not, implying this functionality broke.
