If you go to Options → Resource Packs, you will see that the High Contrast and Programmer Arts Resource Packs are listed as Made for an older version of Minecraft.

This is because the Resource Pack format has been updated to 42 in 1.21.2 Pre-Release 1, however, Mojang forgot to update the pack formats for the 2 resource packs to 42.
