The pale garden biome doesn't have the #minecraft:has_structure/trial_chambers tag, unlike every other Overworld biome except the deep dark. This could prevent trial chambers from spawning when they should.

To reproduce, create a pale garden single biome world. After entering the world, run the following command, noticing that there are no trial chambers:

/locate structure minecraft:trial_chambers
