Flaming arrows and tridents still don't extinguish when water is placed in their location

      The bug

      MC-277017 was only fixed for powder snow, but water still affects this

      Steps to Reproduce

      1. Give yourself a water bucket, as well as a Flame bow using this command:
        /give @s minecraft:bow[minecraft:enchantments={flame:1}]
      1. Shoot the arrow into the ground.
      2. Place water in its location.
