Block states
The Bug:
The tips of pale hanging moss are controlled via block states which is inconsistent with cave vines, weeping vines, and twisting vines.
For the tip of pale hanging moss, it's controlled by the "tip" block state which is inconsistent with cave vines, weeping vines, and twisting vines. For the tip of a weeping vine for example, a block state is not used, and instead a new separate block (the "minecraft:weeping_vines" block) is used.

Steps to Reproduce:
- Place down two blocks of pale hanging moss hanging down from a block.
- Place down two blocks of weeping vines hanging down from a block.
- Enable the F3 debug menu and look at the tip of the weeping vine and notice that it isn't controlled by a block state.
- Look at the tip of the weeping vine and notice that it isn't controlled by a block state.
Observed Behavior:
The tips of pale hanging moss are controlled via block states.
Expected Behavior:
The tips of pale hanging moss would be controlled by a new block instead of a block state therefore maintain consistency with cave vines, weeping vines, and twisting vines.
