The player cannot eat honey bottles when their hunger bar is full.

This was not the case in 1.21.1

(I couldn't find this issue anywhere on this bug tracker, I'm sorry if there is already one.)

Steps to reproduce:

1. Make the player's hunger bar full. This can be done by the saturation effect or dying.
2. Try to eat the honey bottle.

Observed behavior:

The player does not eat the honey bottle.

Expected behavior:

The player eats the honey bottle even if the hunger bar is full.
