In Minecraft snapshot 24w35a and earlier, carved pumpkins and skulls cannot be equipped by right-clicking, and must be manually moved from the inventory to armor slots. In Minecraft snapshot 24w36a, this is no longer the case; right-clicking a carved pumpkin or skull will equip it. As this is not mentioned in the changelog, presumably it is an unintentional change.
