it seems that tag lists with entries which are not present on the world cause the world to crash regardless of whether required:false was set or not. 

If this is intended and the false flag for taglists got removed than this is huge, since data pack creators who publish their creations can no longer just do one pack which is compatible with other packs they want it to.
