When right-clicking on water with an empty bucket, the bucket item is lost entirely.

What I expected to happen was...:
The empty bucket would be removed from my inventory and replaced with a bucket of water

What actually happened was...:
The empty bucket was removed from my inventory, but I did not receive a bucket of water

Steps to Reproduce:
1. Enter survival mode
2. Use an empty bucket on a block of still water, as you would normally when attempting to fill the bucket with water
