Wind charge cannot change the status of the half top trapdoor at the highest level in the world.

Steps to reproduce:

1. Enter the following command
   (1./tp @s ~ 320 ~
   (2./fill ~ 319 ~ ~19 319 ~19 minecraft:acacia_trapdoor[half=top] (main)
   (3./fill ~ 310 ~ ~19 310 ~19 minecraft:acacia_trapdoor[half=top] (minor, comparative)
2. Use wind charge to launch on two platforms
   You will find that the main trapdoor platform remains in place
   And the secondary platform has changed its state
