Bubble columns can push you up or pull you down even while flying in creative mode. You cannot enter water with upward bubble columns, and you cannot escape drag bubble columns by swimming up. This is not a present issue in previous versions, so I believe it is a snapshot bug.

To reproduce: Make a pool of water sources. Place soul sand or magma blocks at the bottom. Enter fly mode in creative and fly into the water.
