Pistons do not process same tick updates when loaded by redstone

      Pistons do not process updates which should happen in the same tick if in chunks loaded by redstone.
      This issue did not happen in 1.17

      Step to reproduce 1.18 or higher
      1. create a simple instant line(piston redstone block) longer than the render distance and back, make sure you don't build the piston across chunk borders, so the redstone will load the chunk
      2. power it, by walking the distance
      3. de-power it
      4. observe how it does not deactivates although it should

      replicate the example in 1.17 and see how it should work
      this is due to the fact that redstone now only loads the chunk as a border chunk which do not update pistons.
