Minecarts can shake aggressively when sitting on top of one or more other minecart when it tries to sink towards the ground.

Steps to Reproduce:

1. Recreate something similar to this setup:
   
2. Send minecarts off the rail above until the space below fills up

Expected Result:

The minecart would fall and sit on top of other minecarts in a set rotation.

Observed Behavior:

The minecart shakes aggressively rotating while it tries to fall downward.

If the issue doesn't occur naturally, try standing inside the below container of the minecarts to push them around a bit, that makes the issue easier to reproduce.
