The area where a piece of text allows you to hover over it is slightly lower than the area where that same piece of text allows you to click on it. This means that it is possible to activate the click event without activating the hover event or vice versa. The difference is small so it's hard to say which zone is correct. Personally, I'd like it if there was a very thin buffer area around the text (just a tad larger than the existing areas combined, and on the left and right as well) so that the element in question is slightly easier to click on/hover over, although the case of overlapping click/hover areas for separate text elemnts would need to be addressed.
