In this item:
/give @p apple[tool={rules:[{blocks:"diorite",correct_for_drops:0b,speed:2f},{blocks:"andesite",correct_for_drops:1b,speed:2f}]}]
speed is set to 2 for both blocks, so I expect both to be mined at the same speed. This doesn't work, the andesite is mined faster.
In order to get them to mine at the same speed, I have to tweak the andesite speed to around 0.6. This is confusing since now the speeds look different but are actually the same. And since it's unclear exactly what the factor is, I'm not confident this modification is even correct.
I expect these fields to be disjoint, so correct_for_drops only has an effect on drops, and speed only has an effect on speed.
The changelog is a little vague here. It says about correct_for_drops, "true will cause the block to mine at its most efficient speed", but it's unclear what that means. speed says "overrides the mining speed if present and matched," so I would expect it to be the final source of truth.
