enchantment not working in new update(i am using mods but none that affect items)

      I was trying to put sharpness 4 on diamond axe and sword but none of their damage increased. axe sayed at 9 and sword stayed at 7

      What I expected to happen was...:
      that the weapons damage would increase

      What actually happened was...:
      stayed the same

      Steps to Reproduce:
      1. i found a sharpness book
      2. put weapons and book into anvil
      3. damage didnt increase
