If you hold a Shield in any hand, you cannot unoxidize Copper Bulbs using an axe. I assume this behavior was given to all copper-type blocks to avoid accidental unoxidizing but it should be possible for Copper Bulbs considering the fact that they were meant for that in trial chambers. I wouldn't call it a bug but rather a small and annoying issue.
