The "Times Used" statistic will increment by 2 when converting a dirt block to mud in creative mode, despite only performing one action. This occurs even if the player is not rewarded an empty bottle for the action.

Steps to Reproduce:

1. Create a new world
2. Use a water bottle on a dirt block
3. Check the Item statistics

Observed Behavior:

The Times Used statistic will be increased by 2.

Expected Result:

The statistic would only go up by one, because the player only used the bottle once. The current behavior results in the player being provided an inaccurate count of actions they have performed.
