Villages barely generate in superflat worlds without layers

      Hey, I'm coming to you because I've been having a problem since the release of 1.21 on Minecraft Java (this problem has existed since snapshot 24w19a).
      When I was playing in 1.20.6, I could create superflat worlds, without layers (I deleted the 4 myself) and I left the generation of structures activated. This had the effect of creating a world in the void but with villages and the stronghold. However, since snapshot 24w19a, I've tried again to create a similar world, except that in this one, the villages no longer spawn. Well, they spawn but only the fountain, which is very disturbing... If anyone can help me I'd be very grateful 👍

      Steps to reproduce:

      1. Launch Minecraft Java Edition in snapshot 24w19a (or a more recent version)
      2. Create a new superflat world with no layers
      3. Use the command /locate structure village_plains
      4. Teleport to the coordinates indicated in the chat

      Expected result:
      The village generates properly, like in 24w18a and lower.

      Observed result:
      The village only generates the meeting point.
