The Bug:

Scroll bars within menus abruptly move position when dragging your mouse cursor over the header or footer separators.

Steps to Reproduce:

1. Navigate to the "Language" menu.
2. Begin dragging the black background of scroll bar downward.
3. Drag your mouse cursor over the footer separator and watch the scroll bar closely.

Observed Behavior:

Scroll bars abruptly move position.

Expected Behavior:

Scroll bars would not abruptly move position.
