The Bug:
Players in creative mode don't take fall damage when the "minecraft:fall" damage type is included within the "#minecraft:bypasses_invulnerability" tag.
It's important to note that when players in creative mode ride entities and fall from a certain height, they will take fall damage when the "minecraft:fall" damage type is included within the "#minecraft:bypasses_invulnerability" tag.
Steps to Reproduce:
- Install the attached data pack. MC-273687.zip

- Enter creative mode and fly up in the sky.
- Fall and observe if you take fall damage upon landing.
Observed Behavior:
Players in creative mode don't take fall damage despite the "minecraft:fall" damage type being included within the "#minecraft:bypasses_invulnerability" tag.
Expected Behavior:
Players in creative mode would take fall damage.
