The Bug:

The channeling enchantment no longer functions on tridents without an owner.

In 1.20.6, the channeling enchantment on tridents functioned even if the trident had no owner. This is no longer the case in 1.21.

Steps to Reproduce:

1. Spawn a husk and set the weather to "thunder" by using the command provided below.

   /weather thunder

2. Summon a trident enchanted with channeling above the husk by using the command provided below.

   /execute at @e[type=minecraft:husk] run summon minecraft:trident ~ ~4 ~ {item:{id:"minecraft:trident",count:1,components:{"minecraft:enchantments":{levels:{"minecraft:channeling":1}}}}}

3. Watch closely as the trident damages the husk.

Observed Behavior:

The channeling enchantment no longer functions.

Expected Behavior:

The channeling enchantment would function correctly even if the said trident doesn't have an owner.
