I breeded wolves and the spawned baby wolf (tamed) had it's tail all the way down which means it was hurt badly.
This is caused by the fact that its generic.maxHealth value is correctly set to 20d (which is the default value for tamed wolves), however their Health value seems to be not set causing it to default to the value of a wild wolf (8f).
This also happens when right clicking with a spawn egg on a tamed wolf.
