Stronghold terrain encapsulation occasionally fails to completely cover the structure

      Very rarely, a stronghold can generate exposed to a noise cave or the world surface, seemingly without the presence of a cave carver. I first noticed this issue a while ago on the ocean floor (probably pre-1.20) but deleted the world without recording the seed or coordinates; now at long last I have found another occurrence.

      Context

      As per slicedlime's comment on MC-266446, noise caves should not be able to directly abut encapsulated structures. Although the structure encapsulation option was only added in 1.20.5-pre1, strongholds have been encapsulated in this way for a while now, probably since at least the 1.18 snapshots. I don't know how much difference there is between stronghold encapsulation and "new" encapsulation, but it would not surprise me if there was some difference, given that strongholds are very old structures.
