Waterloggable blocks in woodland mansions will generate waterlogged if the block space in question would have been underwater in the absence of the structure.

      Background

This issue originally affected all structures and was reported in MC-140270. That ticket was resolved as Works as Intended, which I still fail to understand; while the waterlogging of aquatic structures such as shipwrecks and ocean ruins is obviously intended, the waterlogging of terrestrial and underground structures has long been considered annoying and undesirable. Mojang considered individual tickets for these cases (MC-169698, MC-268185) to be valid and eventually fixed them in 1.21-pre1. However, this fix only affects structures which use the jigsaw system, meaning woodland mansions are still affected (a previous report for them, MC-132868, was resolved as a duplicate of MC-140270 but presumably would have been reopened had someone requested it; I opted to make this ticket instead of pushing for a complete rewrite of that old one.) By the time I stumbled across waterlogged blocks in mansions, the individual-case tickets were already In Progress, so I opted to wait to make this one until I could see whether it was fixed in the same way as the others, which unfortunately it wasn't.

      Notes

This issue is very rare, and encountering it in a survival world would be remarkable. This only happens when a woodland mansion entrance generates in a spot where the terrain dips below sea level and then the main part of the mansion generates into flooded caves or a river or ocean.

I don't believe that any other structures are affected, as many other non-jigsaw structures consistently generate above sea level and/or do not have waterloggable blocks, and I've never seen a mineshaft or stronghold submerged in this way. Regardless, the possibility that something else may now or in the future be affected cannot be ruled out until this bug is fixed.
