Zombies no longer drown under flowing water level 7

      In 1.20.6 zombies are no longer drowning under level 7 flowing water with their head underneath a block so they are kept underwater.

      What I expected to happen was...:
      Previously in 1.20.4 zombies would be able to drown in flowing water level 7 with their head underneath a block so they are kept underwater.

      What actually happened was...:
      The zombie does not drown, and will remain unchanged despite the head being submerged.

      Steps to Reproduce:
      1. Create the setup as shown in the attached screenshots. (Glass is for visibility and can be solid blocks)
      2. Spawn a zombie on each of the blocks to test each of the water levels.
      3. Wait 30 seconds for the drowning process.

       

      I have only noticed this while switching between 1.20.4 and 1.20.6. I am unsure of all affected versions.

      It was my understanding that the zombie drowning process was trigged while the zombies head is submerged under water. This was true even under flowing water conditions.
