The bug

As of 24w18a, pressing Ctrl+B doesn't update the Narrator button while the Accessibility Settings menu is open.

This affects the Accessibility menu only. In Chat Settings and the onboarding screen, pressing Ctrl+B correctly updates the Narrator button.

How to reproduce

1. Click "Chat Settings" in the options menu
2. Press Ctrl+B
   → The toast "Narrates All" is shown
   → The Narrator button says "Narrator: Narrates All"
3. Turn the Narrator off
4. Click "Accessibility Settings" in the options menu
5. Press Ctrl+B
   → The toast "Narrates All" is shown
   → The Narrator button still says "Narrator: OFF"

Expected behaviour

The Narrator button in Accessibility Settings should always reflect the current state of the Narrator setting. This is the observed behaviour in Chat Settings and the onboarding screen.
