Summary:
Wind charges aren't affected by Netherite armor's knockback resistance, unlike in Bedrock Edition.

Steps to reproduce:
1. Obtain Netherite armor and a Wind Charge.
2. Launch yourself using a Wind Charge without the armor on.
3. Launch yourself using a Wind Charge with the armor on.

Observed Behavior:
Netherite armor doesn't reduce the wind charge boost.

Expected Behavior:
Netherite armor reduces the wind charge boost, like in Bedrock Edition.

MCPE-181519 has been resolved as WAI, so I am created a Java issue.
