      Wolves summoned using repeating command blocks, will cause the wolves to make the noise to indicate they are hurt even though they are at full health.

      Command used: summon minecraft:wolf ~ ~1 ~ {Owner:player}

      -Doing /summon minecraft:wolf ~ ~ ~ {Owner:player} in chat does not reproduce the same bug, only in command blocks.

      -Using the NBT {Owner:player} seems to cause the issue.
      -summoning regular wolves Doesn't cause the bug.
      -Leaving and Rejoining does not fix the issue.
      -It only fixes it when you heal the wolf after its taken some damage.
      -Regular Command Blocks also cause the issue.
