Players hooked by redirectable fishing rod bobbers cannot interact with the world

      Players which have a redirectable fishing rod bobber attached to them cannot interact with the world properly. This causes behavior such as being unable to place down blocks, or interact with blocks via right-click actions. Instead, the game tries to allow the player to redirect the bobber, despite being unable to. This results in a stand still where nothing happens.

      Steps to Reproduce:

      Requires two players and the attached data pack (Redirect Every Projectile.zip), provided by Hexasan in MC-270834.

      1. Either have yourself, or another player hook you with a fishing rod
      2. Try and place a block, or use a block's interface

      Observed Behavior:

      The player will be unable to preform the desired actions, as their cursor takes priority to the bobber.

      Expected Behavior:

      All actions the player can preform would take priority over the fishing rod bobber being attached and redirectable, because the bobber cannot be redirected when it's on an entity.
