Breeze can extinguish lit candles when mobGriefing is false

      Breeze mobs can extinguish lit candles even when mobGriefing is disabled. Players wanting to disallow mobs to alter their world would not be able to stop breeze mobs from burning out candles due to this.

      Steps to Reproduce:

      1. Disable mobGriefing: 
        /gamerule mobGriefing false
      2. Build the following set-up, or something similar to it:
      3. Stand on the red wool
      4. Allow the breeze to attack you

      Observed Behavior:

      The breeze will shoot a wind charge at the player, and create a wind burst that will extinguish the candle.

      Expected Behavior:

      Because mob griefing is disabled, the candles would not be put out.
