Blur slider still shows 0% when you move it slowly

      The menu background blur slider still shows 0% when you move it really slowly.

      Expected behavior:

      The slider would say "OFF"

      What actually happens:

      It shows 0%. It can show "OFF" too, but if you move it slow enough, you can see 0% is still there.
