Unlike with pigs/horses with saddles, horses with armor, and players/entities with armor, wolf armor cannot be equipped onto a tamed wolf via a powered dispenser.

Steps to Reproduce:

1. Spawn a wolf
2. Tame it
3. Make it sit
4. Place a dispenser next to it
5. Put a wolf armor item inside
6. Power the dispenser

Observed Behavior:

The wolf armor is dispensed into the world (due to MC-114111), not on the wolf.

Expected Behavior:

The dispenser would properly equip the wolf with the armor, just as with all other mobs which can wear armor. This includes; players, armor stands, zombified piglins (MC-185661), villagers, and zombies/skeletons.

Notes:

I report this understanding that 'dispenser functionality' issues can be seen as feature requests due to the dispenser block not promising functionality for all use actions, but considering the validity of issues such as MC-185661, and the fact that tamed horses can have armor equipped with dispensers, this issue was reported nonetheless.
