When trying to place a minecart on ground, it cannot be placed. But when placing minecart on rails and breaking the rails, it stays rather than breaking. If it cannot be placed on ground then it should break with the rails, or it should be placed on ground without rails if that's the case.

How to reproduce

Start by crafting rails and minecart.
Then try to place the minecart without rails, it cannot be placed.
Add the rails and place the minecart on rails and break the rails, it stays on ground.

Observations: Minecart cannot be placed on ground unless you place it on rails and then break them

Expectations: It should always be placed on ground without having to add rails, if it can stay on ground after breaking the rails.
