Disabled item cooldown overlay renders behind effect icons in inventory

      The transparent item cooldown overlay of items renders behind the effect icons to the right of the player's inventory.

      Steps to Reproduce:

      1. Give the player any effect via (splash potion, or command)
      2. Slow down the tick rate (to observe the issue better)
        /tick rate 1
        
      3. Get a wind charge
      4. Throw the wind charge (activating the cooldown)
      5. Open the inventory
      6. Drag the wind charge item over the effect icon

      Observed & Expected Results:

      - The item renders above the icon as expected, but the cooldown renders behind it.
      - The item and cooldown would both render above the effect icon.

      Notes:

      While this issue currently may not be incredibly obvious or easy to reproduce provided the fact that all item cooldowns in the game currently are very quick, should there ever be implimentation added to customize item cooldowns via components, this functionality would become more obvious.
