Dispensers are unable to deploy boats outside of water, unlike players. This is inconsistent.

Steps to reproduce

1. Set up a dispenser containing boats
2. Activate it
3. Position water beneath the block where the boat would land
4. Activate it again

Observation: In the absence of water, the dispenser drops the boat, whereas players can place the boat without issue,
Expectation: The dispenser should have the capability to place boats outside of water, akin to players' ability.
