Steps to Reproduce:

1. /tp ~ 350 ~ (In overworld) or /tp ~ 286 ~ (In the Nether/End)

2.Throw a wind charge and see if it immediately explodes.

Observed result:

It immediately explodes.

Excepted result:

It won't explode unless it hits a block or an entity.
