The gamerules drowningDamage, fallDamage, fireDamage, and freezeDamage do not affect mobs.

      The gamerules drowningDamage, fallDamage, fireDamage, and freezeDamage specifically target players and do not affect mobs. Consequently, disabling these gamerules will still result in mobs experiencing drowning, fall, fire, and freezing damage.

      Steps to reproduce

      1. /gamerule drowningDamage false
      2. /gamerule fallDamage false
      3. /gamerule fireDamage false
      4. /gamerule freezeDamage false
      5. Summon mobs underwater to induce drowning.
      6. Summon mobs in midair to subject them to fall damage.
      7. Summon mobs into fire, lava, or onto magma blocks.
      8. Summon mobs into powder snow.

      Observed Outcome: Despite setting the gamerules to false, mobs still suffer from drowning, fall, fire, and freezing damage.

      Expected Outcome: With the gamerules set to false, mobs should be immune to drowning, fall, fire, and freezing damage.
