When I right clicking a fence on a Fence / Nether Brick Fence block with any kinds of item in my hand, it just act like opening a door or building a block, the bow doesn't shot (I'm SURE that I have at least 1 arrow(s) in my inventory), and the food can't be eaten.

Steps to Reproduce:
1. Put any kinds of item (or nothing) in your hand,
2. and right click a fence/nether fence block.
3. BUG?!
