The Bug:

Trail ruins can generate exposed to the air.

Here is an example:

Seed: -3858014195990910859
Coordinates: /execute in minecraft:overworld run tp @s -1463.69 41.00 -1085.22 1119.38 5.32

Steps to Reproduce:

1. Generate a world with the seed provided above and teleport to the given coordinates.
2. Look closely at the trail ruins.

Observed Behavior:

Trail ruins can generate exposed to the air.

Expected Behavior:

Trail ruins would not be able to generate exposed to the air.
