The Bug:

Wolf spawn eggs only spawn wolves specific to biome

Steps to reproduce:

1. Go into Creative mode and get a wolf spawn egg.
2. Try to spawn wolves in a taiga biome:
-> "Pale Wolves" are spawned.
3. Try to spawn wolves in a plains biome:
-> "Woods Wolves" are spawned.

Observed behavior:

Only the wolf variant specfic to the biome spawns.

Expected behavior:

Every wolf variant would have a chance to spawn.
